Rules & Regulations
The most current version of Laws of the Game as set forth by FIFA will govern play in all adult soccer leagues administered by the Town of Harrisburg Parks and Recreation Department where not stated in the following Rules and Regulations of Adult Coed Soccer.
I. LEAGUE ADMINISTRATION
1.1. The league shall be administered by Harrisburg Parks & Recreation Department. The Department reserves the right to make any changes that they deem necessary for the betterment of league play.
1.2 If a mandatory team captains meeting is held and someone from your team is not present, there will be a -2 point penalty deducted from your overall score. This will take action in Spring 2018 season.
2.1. Coed Open League teams will be composed of players age 17 years and older
2.2. Coed 35+ League teams will be composed of male player’s age 35 years and older and female player’s age 17 years and older.
III. ELIGIBLE PLAYERS
3.1. Open League – A player must be 17 years of age on or before May 15 of the current year for the Spring season and October 15 of the current year for the Fall season.
3.2. 35+ League – A player must be 35 years of age on or before May 15 of the current year for the Spring season and October 15 of the current year for the Fall season.
3.3. Females who are 17 years of age on or before May 15 for the spring season and October 15 for the fall season (of the current year) may participate in any one (1) league per season.
Any player considered 17 years of age by the cutoff date must have a signed waiver by a parent/guardian on file with the Parks and Recreation office each season before any league participation can occur.
IV. TEAM COMPOSITION
4.1. Team rosters may not exceed 25 players.
4.2. Participants may only appear on one team roster per season. Players are not permitted to be on multiple rosters during the Harrisburg Parks and Recreation Adult Soccer League season.
4.3. Rosters must include all participants full names, date of birth, and jersey numbers and must be on file with Harrisburg Parks & Recreation Department at least 24 hours prior to the first game or when established by the department.
4.4. Any changes made to rosters must be submitted to the Adult Soccer League Coordinator prior to the third game. All rosters will be final by the third game and no additional changes may be made after this time. An updated roster may be mailed, faxed or emailed in.
4.5. If the legality of a player is questioned, the Game Official may request to see a player’s picture ID during any game of the season. If the player does not have a picture ID on their person they can finish the game but must come to the Harrisburg Parks & Recreation Department before the end of the next business day and present their identification to the Assistant Parks and Recreation Manager. If the player does not present their ID within the allotted time he/she will be considered a non-rostered illegal player.
a. Illegal Player –
i. A male or female participant that is playing in any Harrisburg Parks and Recreation Adult Soccer League that does not meet the minimum age qualifications listed in section II Eligible Players.
ii. A male participant that is playing for a 35+ league team and does not meet the minimum age qualifications listed in section II Eligible Players.
If a team is found guilty of using an illegal player the penalty is a 10 game suspension for the player in question and the team captain.
b. Non-Rostered Illegal Player –
i. A participant that is found playing for a team and their name is not listed on that team’s official roster or if a female is not listed on any team’s official roster.
If a team is found guilty of using a non-rostered illegal player the penalty is a 10 game suspension for the player in question and the team captain.
c. Rostered Illegal Player –
i. A participant who is a female that is found playing for another team and does not meet the specifications listed in rule #11 under Team Composition.
If a team is found guilty of using a rostered illegal the penalty is a 3 game suspension for the player in question and the team captain.
d. Suspensions will carry from season to season. If it is proven that an illegal player was used, the game in question will be considered a forfeit.
4.6. The person listed as Team Captain on the roster will be considered the team contact person. The Team Captain must make certain that all team members receive all information distributed by Harrisburg Parks & Recreation Department and are aware of the league rules.
4.7. The Team Captain is the spokesman for the team during all matches.
4.8. It is the responsibility of the Team Captain to call Harrisburg Parks & Recreation Inclement Weather Line, 704-455-2903 or visit the website at www.HarrisburgNC.org to determine the status of matches in case of inclement weather.
4.9. The only personnel permitted on the sidelines during games are: players, the team captain and two (2) assistant captains. All sidelines should be cleaned by the team that occupied them at the end of the game.
4.10. Teams must field a minimum of 8 players with at least 1 of these players being a female to avoid a forfeit. One female must be on the team’s roster. There is not to be more than 8 males on the field at any time.
4.11. Females that are currently participating in any Harrisburg Parks and Recreation Adult Soccer League may fill in for a missing female on another team, with the opposing team captain’s approval. All females playing in the leagues must be on one (1) team’s official roster. Below are the only circumstances where a team may pick up additional female players:
a. If the team playing only has 1 of their rostered females present they make pick up 2 rostered females from other teams.
b. If the team playing only has 2 of their rostered females present they make pick up 1 rostered female from another team.
c. If a team has zero of their rostered females, the game will be considered a forfeit.
Teams may pick up rostered female players from any current Harrisburg Parks and Recreation Adult Soccer Team
V. PLAYING RULES
5.1. Games will consist of two 40 minute halves with a 5 minute half time.
5.2. Free substitutions, with the permission of the referee, can be made throughout the game.
5.3. Any regular season game that ends in a tie will remain a tie.
5.4. Any regular season game that ends in a tie shall be counted as one half a game win in the league standings.
6.1. Slide tackling is not allowed. The penalty will be a yellow card for the first offense and a red card and a minimum of one game suspension for the second offence.
6.2. Every slide tackle shall result in a direct kick or a penalty kick if inside the penalty box. Note: a slide tackle is generally an intentional slide within your horizontal body length of an opposing player. Whether the opposing player was touched in any way is irrelevant; a “clean” slide tackle shall still result in a card and free kick. The gender of the person slide tackled makes no difference, all slide tackles are illegal. Please remember that this rule is put into place for safety.
6.3. No coach or player shall belittle or berate the players or coaches of another team. This type of action will NOT be tolerated.
FIRST OFFENSE: Warning.
SECOND OFFENSE: Ejection from game of offending person.
6.4. Harassment of officials and field supervisors will not be tolerated. Questions should be asked by the TEAM CAPTAIN ONLY about rule interpretations only. Judgment calls are not to be argued. Failure to comply with this rule will result in immediate ejection of the guilty party and possible forfeiture of the game. NO WARNINGS WILL BE GIVEN!
6.5. Team Captains are accountable for the behavior of their assistants, players and related supporters. Game officials may penalize the team captain for any unsportsmanlike conduct.
6.6. PENALTY: Any captain or player ejected from a game will be suspended for a minimum of 1 game up to a maximum of the remainder of the season. When a player is ejected for un-sportsman like conduct that team will play a player short for the rest of the game. Any coach ejected from a game will be required to meet with the Harrisburg Parks & Recreation staff before playing another game.
6.7. Any player ejected from a game must schedule a meeting with a member of the Parks and Recreation Staff prior to playing in their next game. Failure to meet with a staff member will result in expulsion from the league for the remainder of the season.
6.8. Any single player receiving three (3) red cards or ejections in a single season will be expelled from the Harrisburg Parks and Recreation Adult Soccer League for the remainder of the season.
6.9. Any team receiving five (5) red cards in a single season will be immediately ejected from the league and will not be allowed to participate in the Harrisburg Parks and Recreation Adult Soccer League for one (1) calendar year.
7.1. Officials shall be certified and authorized by Harrisburg Parks & Recreation. The referee will have authority over the game and his / her decisions over goals scored, rules, etc. shall be final. Please respect their rights and work with them to ensure a well played game. There will be no less than two officials for any game.
7.2. Officials shall:
a. Make all decisions for infringement of the rules committed within or outside the boundary lines from the beginning of the game to the end.
b. See that all kickoffs, free kicks and penalty kicks are taken properly.
c. Act as timekeeper and allow the full or agreed time, adding any time lost through injury or other causes at their discretion.
d. Will show a caution or yellow card to any player / coach guilty of misconduct or unsportsmanlike like conduct. In such a case the referee shall file a report with the Harrisburg Parks & Recreation Department.
e. Will send off the field of play and show a red card to any player / coach who is guilty of violent conduct, serious foul play, the use of abusive language, or is guilty of a second caution offense.
8.1. There will be no protests.
IX. UNIFORM / EQUIPMENT
9.1. Each team must wear matching jerseys and each player should have a number on their jersey. Matching is defined by same color shirt and same color ink for lettering and numbers. No made up shirts using taped numbers will be allowed.
9.2. Each team must have matching jerseys by the first game.
9.3. Players must wear and provide themselves, shin guards, shorts, and shoes.
9.4. No jewelry allowed once play has begun. Officials may ask that a player take off all jewelry. Also by rule they may ask a player with glasses to wear a protective strap while they are playing.
9.5. Players with earrings will have to either take the earrings out or wear tape over them to be able to play.
9.6. The referee shall not permit any player to wear equipment in his or her judgment, which is dangerous or confusing to other players. This includes, but not limited to, items such as:
a. A guard, cast or brace made of hard and unyielding leather, plaster, pliable (soft) plastic, metal or any other hard substance even though covered with soft padding when worn on the elbow, hand, finger, wrist or forearm.
b. Head decorations, head wear and jewelry. EXCEPTION: Head bands no wider than 2 inches and made of nonabrasive unadorned single colored cloth, fiber, soft leather or rubber may be worn. Rubber (elastic) bands may be used to control hair.
c. Equipment which is unnatural and designed to increase a player’s height or reach or to gain an advantage.
10.1. There will be a ten (10) minute grace period given for the first scheduled game at each field. This grace period will be taken away from the total time of the game, resulting in a seventy (70) minute game.
10.2. Teams must field a minimum of 8 players with at least 1 of these players being a female to avoid a forfeit. There is not to be more than 8 males on the field at any time.
10.3. A team that cannot field 8 players (with at least one of these players being a female) will forfeit.
XII. CANCELLATIONS / INCLEMENT WEATHER
11.1. For the most up to date information on cancellations, call the Harrisburg Parks and Recreation Inclement Weather Line at 704-455-2903 or visit www.HarrisburgNC.org. Any game that is stopped at halftime or beyond will be counted as a complete game.
Games that have not reached halftime will be continued from that point on their makeup date.
11.2. Any games that must be re-scheduled will be done so by the Harrisburg Parks & Recreation Department.
